Driving savings through procurement transformation
The London Borough of Barnet set out an ambitious transformation programme that focused on a move to become a commissioning organisation, with minimal internal service management. In doing this, they were seeking significant savings and service improvements.

Within the overall partnership, the procurement team was tasked with re-organising and optimising all procurement processes, improving relationships between the organisation and suppliers, and developing the relationship between the procurement function and services areas across the Council, ultimately delivering significant cost savings and efficiencies. Significant savings targets have been attached to the work.
We worked closely with stakeholders to design and develop the Target Operating Model that created business partner relationships between commissioners and the procurement service. A detailed spend audit, combined with a full understanding of existing contract arrangements created a forward savings plan.
We put in place the technology and systems needed to create efficient and streamlined processes. We also recognised the intensity of the transformation activity in the Borough, and used our programme and change management methodologies to support the transition.
Through our focused savings delivery approach, we delivered over £1.5 million savings in the first 12 months and identified further opportunities of £33 million.
